HomeMy WebLinkAboutMINUTES - 06052012 - C.47RECOMMENDATION(S): ADOPT Resolution No. 2012/257 to abolish a position and layoff an employee (unrepresented) in the Public Works Department effective the close of business June 30, 2012, as recommended by the Public Works Director. FISCAL IMPACT: The elimination of the Departmental Fiscal Officer position will generate an annual salary savings of $129,996. The position is funded by interdepartmental transfers from user departments (82.5% General Fund and 17.5% Special Revenue Funds). BACKGROUND: The merger of the Public Works Department and the General Services Department will be complete at the end of fiscal year 2011-12. During the merge process the Department’s Divisions and functions continue to be analyzed and where operationally feasible, combined in order to provide a more efficient and effective delivery method. The General Services Department has a filled full-time permanent position of Departmental Fiscal Officer that also has responsibility for management of Department fiscal activities. As the Department’s finance functions were merged these two positions created a redundancy in the management of fiscal activities. Therefore, the Departmental Fiscal Officer position is not needed within the organizational structure of the merged Public Works Department. It is anticipated that the employee will demote in lieu of layoff to the position of Supervising Accountant(Local 21) in the Public Works Department. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Public Works department will have redundant positions in their finance division as determined by the Department.
