ADOPT Position Adjustment Resolution No. 21095 to establish the classification of Chief, Annexations and
Economic Stimulus Program (5ABD) (unrepresented), allocate to the salary schedule at a salary level B82 2020, and
add one position to the Department of Conservation and Development.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $180,000 including benefits. These costs
would be offset from land development fees including revenues to be generated from the Antioch area annexation and
economic project; General Fund will not be used to fund this position.
BACKGROUND:
In February, 2011, the Department of Conservation and Development (DCD) and the County Administrator agreed
that DCD would absorb the county staff work related to annexations. This reassignment of annexations to DCD was
intended to allow the Department to explore the effectiveness of integrating these activities with the economic
development efforts of the Department. As part of this arrangement, a County Administrator's Office staff member
was reassigned to DCD with the understanding that at the end of a year’s time, the Department would determine how
best to integrate this function. As a result, DCD is now requesting approval for the establishment of a new
classification - Chief, Annexations and Economic Stimulus Program - and placement of this classification at the same
salary level as the Principal Planner, Level B; and (2) the addition of this
