ADOPT Position Adjustment Resolution No. 21071 to add (3) full-time EHS Program Integrity Assistant (XQSN)
(represented) positions at salary level 255 1409 ($4311 - $5240), (1) full-time EHS Program Integrity Coordinator
(XQHF) (represented) at salary level ZB5 1641 ($5275 - $6412) and cancel (4) vacant full-time Social Service
Program Assistant (XOSA) (represented) positions (#14518, #14519, #14520, and #14521) at salary level 255 1384
($4206 - $5112) in the Employment and Human Services Department—Aging and Adult Services Bureau.
FISCAL IMPACT:
Upon approval, this action will result in a cost increase for the (3) EHS Program Integrity Assistants. Cost increase
will be offset by the cancellation of (4) positions. Balance funded by 43.5% Federal, 43.5% State and 13% County.
BACKGROUND:
In accordance to the recent CalFresh (Food Stamps) Benefit Management Evaluation conducted by the California
Department of Social Services (CDSS) Corrective Action Bureau the Department was advised to establish a quality
assurance program to address casework errors identified

BACKGROUND: (CONT'D)
in both the Public Assistance and Non-Assistance areas. In order for the Department to address the increasing
error rate and avoid federal and state sanctions the Department requests to add (1) one EHS Program Integrity
Coordinator and (3) three EHS Program Integrity Assistant positions. This group will perform program activities
to reinforce program integrity and accuracy in social service programs, conduct targeted case reviews in identified
caseloads and program areas, apply case review findings and assist in corrective action efforts. The EHS Program
Integrity Coordinator will supervise the staff in the reformed unit, prepare written reports and materials and
identify corrective action plans and training areas. It is imperative that we establish this second tier review process
to identify problem areas and assist in the development of reinforcement training/tools for experienced and new
staff. All benefits programs, CalFresh, MediCal and CalWORKS will benefit from a second level of review.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, it could result in additional casework errors for Medi-Cal and CalWORKS, and
increase our CalFresh error rate as well. This could result in financial penalties and severely impact the success of
the new business model.

CLERK'S ADDENDUM
Union representatives have requested conference on the proposed cancellation of positions. This item is
AMENDED to remove the cancellation of four vacant full-time Social Service Program Assistant positions.
