APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 1, to Agreement
No. 04-2055-A1 among Contra Costa County (County), the State of California (Caltrans) and Contra Costa
Transportation Authority (CCTA) to extend the termination date from June 30, 2012 to December 31, 2014, to enable
the Public Works Department, Real Estate Division to continue to provide right of way services for the State Route 4
East Widening – Loveridge to Somersville Project, East County area. Project No. 4660-6X4168.
FISCAL IMPACT:
100% Contra Costa Transportation Authority Funds
BACKGROUND:
CCTA requires a variety of right of way acquisition services but has no right of way staff. On August 1, 2006, the
County Board of Supervisors approved the original Cooperative Agreement No. 04-2055-A1 among County,
Caltrans, and CCTA, to allocate responsibility for acquisition

BACKGROUND: (CONT'D)
of property and right of way services for the State Route 4 East Widening – Loveridge Road to Somersville Road
Project (Project). The parties now wish to extend the Agreement’s termination date from June 30, 2012, to
December 31, 2014, to enable County to continue to provide right of way acquisition services for the Project, if
necessary.
CONSEQUENCE OF NEGATIVE ACTION:
CCTA would not be able to contract the County’s right of way services, which could delay completion of the
Project.
