APPROVE the bid documents, including the design, plans and specifications, for the Kitchen/Cafeteria Seismic Upgrades Project at the Contra Costa Regional Medical Center ("CCRMC") campus, 2500 Alhambra Ave., Martinez, for the Health Services Department. 2. DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 1D Categorical Exemption; DIRECT the Director of Conservation and Development, or designee, to promptly file a Notice of Exemption with the County Clerk; and DIRECT the Director of Public Works, or designee, to arrange for payment of the $25 handling fee to the County Clerk for filing the Notice of Exemption and a $25 handling fee to the Department of Conservation and Development for processing costs. 3. AUTHORIZE the Director of Public Works, or designee, to solicit bids to be received in July or August 2012, and to issue bid addenda, as needed, for clarification of the contract bid documents, provided the involved changes do not significantly increase the cost estimate for the initial construction contract. 4. DIRECT the Director of Public Works, or designee, to send notices by either fax or email, if available, and by U.S. Mail to the construction trade journals specified in Public Contract Code Section 22036 at least 15 calendar days before the bid opening date. FISCAL IMPACT: Funding is provided by the Health Services Department's Enterprise Fund 1. BACKGROUND: Plans and specifications for the project have been prepared for the Public Works Department by Theophanous Structural Engineers and filed with the Clerk of the Board by the Director of Public Works. The construction cost estimate is $215,000 and the general prevailing wage rates are on file with the Clerk of the Board of Supervisors and will be the minimum rates paid on this project. The project scope involves seismic upgrades to the kitchen/cafeteria building at the CCRMC. The kitchen/cafeteria building is a two-story, wood-frame building that was constructed in 1951. The scope of work includes adding interior bracing, an exterior buttress, and improved structural connections. The building has had cosmetic, electrical, and mechanical remodels over the years, but has not had seismic improvements. CONSEQUENCE OF NEGATIVE ACTION: Without the seismic upgrades, the kitchen/cafeteria building will be more susceptible to damage during an earthquake. The kitchen is also required to be seismically upgraded in order to meet the seismic safety requirements of the Office of Statewide Health Planning and Development. Failure to upgrade the building could possibly result in revocation of the permit to operate the hospital. CHILDREN'S IMPACT STATEMENT: Not applicable.
