Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#25–043–11 with Anka Behavioral Health, Incorporated, a non-profit corporation, in an amount not to exceed
$236,195, to provide operation of Multi-Service Centers for County’s Family Employment Resources and Services
Together (FERST) Program, for the period from July 1, 2012 through June 30, 2013.
FISCAL IMPACT:
This Contract is funded 100% by Federal Department of Housing and Urban Development. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing a variety of supportive services on a
drop-in basis, including case management, food, showers, clothing, information and referrals, employment training,
housing counseling, transportation and health care to homeless adults and families.
On June 21, 2011, the Board of Supervisors approved Contract #25–043–10 with Anka Behavioral Health,
Incorporated,

BACKGROUND: (CONT'D)
for the period from July 1, 2011 through June 30, 2012, for the provision of operation of Multi-Service Centers for
County’s FERST Program in San Pablo, Antioch and Concord.
Approval of Contract #25–043–11 will allow the Contractor to continue providing services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s homeless population will not receive these homeless support services.
