FISCAL IMPACT: No General Funds impact. The funds are provided to Contra Costa County from the Department of Housing and Urban Development (HUD) through the City of Oakland, as administering agent. BACKGROUND: (CONT'D) states and localities with resources to devise long-term comprehensive strategies for meeting the housing needs of persons with HIV/AIDS and related diseases. The City of Oakland distributes the funds to Contra Costa County on a formula basis. The County administers these funds on behalf of the County and its cities. These funds may be used for acquisition, rehabilitation and new construction of housing; supportive services; housing information services; and certain other housing related activities for low-income persons with HIV/AIDS. The purpose of the Ohlone Gardens project is to provide 57 units of rental housing affordable to and occupied by lower income families, including those with HIV/AIDS in El Cerrito and West County. Resources for Community Development (RCD) is the developer of the project, which involves the new construction of 18-one bedroom units, 21-two bedroom units and 18-three bedroom units. Five of the one bedroom units will be designated for persons living with HIV/AIDS. In accordance with HOPWA regulations, RCD will contract with the HSD Homeless Program to be the lead service agency and direct provider of services to residents of Ohlone Gardens. This proposal includes $172,753 in FY 2010-11 funds and $337,247 in FY 2011-12 funds. Additional sources of financing include the following: City of El Cerrito (former redevelopment agency) $3,500,000 Low Income Housing Tax Credits $15,024,260 Mental Health Services Act $562,430 Private Loan $1,498,303 Prop 1C Infrastructure Grant $2,860,000 FHLB Affordable Housing Program $560,000 National Environmental Policy Act (NEPA): All CDBG, HOME, HOPWA and ESG projects are subject to NEPA and 24 CFR Part 58 review. The NEPA review for each project will be completed prior to entering into project agreements or other legal documents for the project. Staff will return to the Board at a later date with a request for approval of HOPWA legal documents and NEPA determination. CONSEQUENCE OF NEGATIVE ACTION: The project financing would no longer be feasible; therefore an opportunity for achieving affordable housing opportunities will have been lost. CHILDREN'S IMPACT STATEMENT: This project will provide 57-units of new affordable housing for low-income families and thus will support two of the community outcomes established in the Children’s Report Card: 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families”.
