APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Probation Department, a purchase
order with U.S. Food Service in an amount not to exceed $1,160,000 to provide bulk food and food related items
needed to feed residents of the John A. Davis Juvenile Hall and the Orin Allen Youth Rehabilitation Facility for the
period June 1, 2012 through May 31, 2014.
FISCAL IMPACT:
The maximum two year cost of 1,160,000 included in the Probation Department's annual budget and costs are
partially offset by the National School Lunch Program.
BACKGROUND:
The Probation Department is required to provide residents detained at the John A. Davis Juvenile Hall and the Orin
Allen Youth Rehabilitation Facility with three meals per day in accordance with California Code of Regulations Title
15 Minimum Standards for Juvenile Facilities. The Probation Department is changing vendors to use U.S. Food
Service. Changing to the new vendor results in an estimated 8% savings plus a simplified web-based ordering system.

CONSEQUENCE OF NEGATIVE ACTION:
The Probation Department will be unable to purchase the bulk food supplies necessary for meal preparation at the
two juvenile facilities and will not be in compliance with California Code of Regulations Title 15 Minimum
Standards for Juvenile Facilities.
