HomeMy WebLinkAboutMINUTES - 07102012 - C.27RECOMMENDATION(S): APPROVE a Lease with the City of Richmond for a four (4) year period beginning July 1, 2012, and ending June 30, 2016, for approximately 7,000 square feet of classroom space at 5050 Hartnett Avenue, Richmond, at a rental rate of $1.00 per year plus water and sewer services of $1,800.00 per year, for continued occupancy by the Employment and Human Services Department - Community Services Bureau (CSB), under the terms and conditions set forth in the Lease. AUTHORIZE the Director of Public Works, or designee, to EXECUTE the Lease on behalf of the County and to EXERCISE any options to extend the Lease. DETERMINE that the project is a Class 1(a) Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). (CP# 11-62; WLP732; Richmond area). DIRECT the Director of the Department of Conservation and Development, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of Public Works, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing of the Notice of Exemption. Bueren, Public Works Director/Chief Engineer Date:July 10, 2012 Contra Costa County Subject:5050 Hartnett Avenue, Richmond – Lease for Employment and Human Services Department RECOMMENDATION(S): (CONT'D) FISCAL IMPACT: This new Lease will obligate the County to pay rent of $1.00 per year during the four (4) year Lease term. In addition, the County will pay $1,800.00 per year directly to the City of Richmond for water and sewer services used on the Premises. The Lease was anticipated and budgeted in the Employment and Human Services Department – Community Services Bureau’s approved FY 2012/2013 budget. (General Fund) BACKGROUND: The County has leased the Premises as a Head Start facility operated by the Community Services Bureau (CSB) for classroom and child care programs since July 1990. This Lease will provide for the continued use by the CSB for that purpose. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve this Lease may result in a significantly higher cost to the County and unknown capital costs and expenses to relocate this Head Start facility to another location in Richmond. CHILDREN'S IMPACT STATEMENT: Not Applicable. ATTACHMENTS Lease Agreement RECOMMENDATION(S): ADOPT Resolution No. 2012/302 ratifying the prior decision of the Public Works Director to partially close a portion of Fred Jackson Way (3rd Street), between Market Avenue and Chesley Avenue, on July 4, 2012 from 9:00 am through 3:00 pm, for the purpose of Parade and Festival, North Richmond area. (District I) FISCAL IMPACT: No Fiscal Impact. BACKGROUND: Applicant shall follow guidelines set forth by the Public Works Department. CONSEQUENCE OF NEGATIVE ACTION: Applicant will not have Board approval for completed road closure. CHILDREN'S IMPACT STATEMENT: Not applicable.
