HomeMy WebLinkAboutMINUTES - 07102012 - C.23RECOMMENDATION(S): ADOPT Position Adjustment Resolution #21102, to reallocate the salary of the Director, Public Health Clinic Services (VVGS) (represented) from salary level ZA5 2107 ($8,369-$10,172) to salary level ZA5 2177 ($8969-$10,902) and reallocate the salary of the Communicable Disease Program Chief (V7DA)(represented) from salary level ZA5 2160 ($8,820-$10,720) to ZA5 1903 ($6838-$8312) in the Health Services Department. FISCAL IMPACT: Upon approval, this action will result in an annual cost savings of $28,349.13. BACKGROUND: The Health Services Department is requesting this action in order to appropriately compensate the Director, Public Health Clinic Services and the Communicable Disease Program Chief classifications due to several reasons as detailed below. Historically, the Communicable Disease Chief oversaw the Communicable Disease Program which included oversight of the following Public Health Division programs: -Health Care Interpreter Network -Public Health Laboratory -Communicable Disease Program -Epidimiology/Surveillance Program -Limited English Access Program (Refugee Program) -Tuberculosis Program -Health Emergency Response -Immunization Program -Public Health Nursing -STD Program -Mobile Clinics In addition, the former incumbent was designated as the State mandated Director of Public Health Nursing. That role entails being responsible for providing clinical oversight and acting as the clinical Subject Matter Expert to all Public Health Nursing staff as well as all clinic basedl programs within the entire Public Health Division. Upon the retirement of the Communicable Disease Chief , the role of the Director of Public Health Nursing was assigned to the incumbent of the Director, Public Health Clinic Services classification. Due to the highly critical and complex nature of this role, the Department is requesting a salary reallocation of this classification in order to appropriately compensate the classification. Currently, the Communicable Disease Chief classification is overseeing the following programs: -Communicable Disease Program -Tuberculosis Program -Immunization Program -Health Emergency Response -Public Health Laboratory -Limited English Access/Health Care Intepreter Network Due to the signficant decrease in responsibility for this classification as outlined above, the Department is requesting a downward reallocation of the salary to appropriately compensate the classification. Attached you will find two organizational charts with one outlining the responsibility of the Communicable Disease Program Chief classification prior to the reorganization and the other outlining the decreased responsibility of that classification and the increased responsibility of the Director, Public Health Clinic Services after the reorganization. The Department was not able to find external salary comparables for the Communicable Disease Program Chief and hence, used internal Public Health Management classifications as benchmarks to determine the proposed salary. The Department was able to find some external comparables in our relative labor market for the Director, Public Health Nursing classification and utilized that data to determine the proposed salary. The salary surveys and corrresponding job classifications are attached.
