from Community Health Worker II (VKVB) (represented) at salary level QT5-1043 ($3,000.99 - $3,647.72) to
Community Health Worker Specialist (VKTA)(represented) at salary level QT5-1103 ($3,184.68 - $3,870.99) in the
Health Services Department.
FISCAL IMPACT:
Upon approval, this action has an annual cost of approximately $3,933.72, including approximately $949.98 in
pension costs, which is 100% offset with federally qualified health care funds.
BACKGROUND:
The Health Services Department is requesting to reclassify position #11708 and incumbent Carmen Valdivia from
Community Health Worker II (VKVB) at salary level QT5-1043 ($3,000.99 - $3,647.72) to Community Health
Worker Specialist (VKTA) at salary level QT5-1103 ($3,184.68 - $3,870.99) in the Healthy Start Program at the
Pittsburg Health Center.

Subject:Reclassify position #11708 and incumbent from Community Health Worker II to Community Health Worker
Specialist in the Health Services Department
BACKGROUND: (CONT'D)
As a result of a classification study conducted in 2000, it was determined that Community Health Worker IIs
assigned to Healthy Start Program be reclassified to the Specialist Level because incumbents perform less clerical
duties and provide more client-centered education and assessment under supervision of a nurse. Ms. Valdivia is
currently performing initial assessments for the Healthy Start clients in areas of health education and psychosocial
issues, conducting and facilitating pre-natal classes in the Centering Prenatal Group, and making referrals
according to protocols. The incumbent independently conducts initial clients and family needs evaluations;
interviews clients and their families to develop a social/health care needs plan; assists staff in assessing specific
conditions and in developing treatment plans. Ms. Valdivia has been performing the higher level duties since
June, 2011.
In review of Ms. Valdivia's application, I have confirmed that she meets the minimum qualifications to be
reclassified to the Community Health Worker Specialist classification. She has over three (3+) years of experience
providing health care information and services to the Spanish clients of the community.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the incumbent will not be classified and compensated appropriately.
