HomeMy WebLinkAboutMINUTES - 07102012 - C.20RECOMMENDATION(S): APPOINT Beverly Scott to the North Richmond Waste and Recovery Mitigation Fee Joint Expenditure Planning Committee (NRMFC) to serve as an ALTERNATE representative from the North Richmond Municipal Advisory Council, as recommended by Supervisor Gioia. FISCAL IMPACT: None. BACKGROUND: The North Richmond Waste and Recovery Mitigation Fee (NRMF) was established as a result of the Environmental Impact Report (EIR) for the Bulk Materials Processing Center expansion project located on the West Contra Costa Sanitary Landfill site in North Richmond, which was approved by the City of Richmond and Contra Costa County in 2004. The MOU also defines the composition of the committee responsible for developing recommendations for expenditures of the Mitigation Fee. The North Richmond Waste and Recovery Mitigation Fee Joint Expenditure Planning Committee (Mitigation Fee Committee) was formed in December 2005 pursuant to the terms of the MOU for the purpose of preparing recommended Expenditure Plans, which are subject to final approval by the Richmond City Council and County Board of Supervisors. Mitigation Fee Committee Alternate for Unincorporated NRMAC Representative Seats. In April 2008, the City and County approved Amendment No. 1 to the MOU between the City and County authorizing the City Council and Board of Supervisors to designate alternates for their appointed committee member seats. At that time, the Board of Supervisors approved Supervisor John Gioia’s recommendation to appoint Maricela Navarro as the alternate for the two seats designated to be filled by unincorporated North Richmond Municipal Advisory Council (NRMAC) representatives. Maricela Navarro has since vacated her seat on the NRMAC, thereby also vacating the NRMAC alternate seat on the NRMFC. This seat is considered a “Type 1” advisory body seat within District I. Therefore, when unscheduled vacancies occur, the District I Supervisor (John Gioia) is charged with recommending whom to appoint. Supervisor Gioia hereby recommends that Beverly Scott (currently a NRMAC member) be appointed to serve as an alternate for unincorporated NRMAC representatives that serve as committee members on the NRMFC. CONSEQUENCE OF NEGATIVE ACTION: The seat will remain vacant. CHILDREN'S IMPACT STATEMENT: None.
