ADOPT Resolution No. 2012/294 to approve and authorize the Public Works Director or designee, to request an
allocation through the Contra Costa Transportation Authority (CCTA) and the Lifeline Transportation Program
(LTP) in the total amount of $1,000,000 for the Canal Road Pedestrian and Bicycle Improvement Project, Bay Point
area. District V.
FISCAL IMPACT:
$1,000,000 grant funds will be received from Contra Costa Transportation Authority. $325,000 matching funds
required for this grant will be provided from local road funds and/or through the state funded Safe Routes to School
program (pending successful grant award).
BACKGROUND:
The Lifeline Transportation Program (LTP) funds projects that increase access and mobility by alternate modes of
transportation in Communities of Concern. The Canal Road Pedestrian and Bicycle Improvement Project was
awarded $1,000,000 to construct sidewalk and bicycle improvements on Canal Road from Bailey Road to Loftus

Improvements Project
BACKGROUND: (CONT'D)
Air Elementary School and the BART Transit Station at Bailey Road. This project was identified in the
“Community Based Transportation Plan for Bay Point, January 2007” and within the “Pittsburg/Bay Point Bart
Access Plan”. The project will serve a community within Bay Point where approximately 50% of the households
are identified as low income. This qualifies the area as a Community of Concern which is a requirement of the
LTP program.
Receiving grant funding allows the County to leverage local funds to provide improvements for local residents that
would not otherwise be possible.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the request for allocation will eliminate this potential funding source for the project.
