HomeMy WebLinkAboutMINUTES - 07102012 - HA C.09RECOMMENDATIONS APPROVE and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa (HACCC), or his designee, to execute a Memorandum of Agreement with the City of Pittsburg for the El Pueblo Street Rehabilitation Project in an amount not to exceed $710,000. BACKGROUND The roads at HACCC's El Pueblo public housing development in Pittsburg are severely deteriorated. They are expected to decline further after a new junior high school opens in the neighborhood on August 20, 2012. HACCC is preparing a Memorandum of Agreement with the City to: (1) Reconstruct a portion of the roads on El Pueblo Avenue, Diane Avenue, Treatro Avenue, Del Tren Avenue and Hermosa Avenue; (2) Install curb ramps consistent with the Americans with Disabilities Act (ADA); (3) Replace concrete sidewalks, curbs and gutters in damaged areas; (4) Replace existing street signage with new as needed; (5) Remove existing speed humps; and (6) Maintain roads after they are reconstructed (Project). Due to funding limitations, the repair of the roads will occur in at least two phases. Phase I of the project will focus on the reconstruction of El Pueblo Avenue and a portion of Diane Avenue as these streets are expected to see the largest increase in traffic from the new junior high school and El Pueblo Avenue is the most severely deteriorated of all the streets at the property. The City will contribute $62,430 from a Transportation Development Act (TDA) grant to provide for installation of curb ramps consistent with the Americans with Disabilities Act and may seek further TDA grants for future phases of the Project. HACCC will pay for the remaining costs of construction. The total cost to HACCC of the proposed road reconstruction will not exceed $710,000. The scope of Phase I is still being finalized. Phase I is anticipated to cost no more than $375,000. Reconstruction of Treatro Avenue, Del Tren Avenue and Hermosa Avenue will occur at a later date as funding becomes available. The City will assume maintenance of each road as it is reconstructed. Staff requests authorization to execute an MOA with the City of Pittsburg for the El Pueblo Street Rehabilitation Project once it has been finalized by County Counsel. FISCAL IMPACT The total cost to HACCC for this project will not exceed $710,000. HACCC will fund the Project with a Capital Fund grant from the United States Department of Housing and Urban Development (HUD) in an amount not to exceed $710,000 and the City of Pittsburg (City) will fund the Project with a Transportation Development Act (TDA) grant in the amount of $62,430. CONSEQUENCE OF NEGATIVE ACTION Should the Board not approve this item, then the required road work at El Pueblo will be delayed, causing further deterioration to the road surfaces at El Pueblo as traffic in the neighborhood increases.
