SUBJECT: CERTIFICATES OF COMMENDATION
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
SPECIFIC REQUEST:
1. That the Board of Supervisors approve the awarding of Certificates of
Commendation to the following agencies and organizations:
o County Public Works, Flood Control District
o County Sheriff/Coroner, Marine Patrol
o Sheriff's Communication Division, Comm 7
o Marsh Creek Detention Center

3 Approve the ratification of the County Administrator's Proclamation of
a Local Emergency for Holland Tract.
4. Approve the Proclamation of Existence of a Local Emergency for Contra
Costa County.
REASON:
Because of the exemplary actions taken by the eight organizations and
agencies listed above, the Board of Supervisors is requested to issue
Certificates of Commendation to these agencies for their heroic
efforts in mitigating the effects of a local emergency in Contra Costa
County.
Because of the high winds, rains, flooding and mudslides, numerous
homes in Contra Costa County were damaged, necessitating the owners to
acquire either low interest loans or some type of public assistance in
restoring their homes and property to conditions at the time of the
storm. Currently, the President has declared nine (9) counties in the
State of California as disaster areas. This declaration has made
federal and state funds available to the local residents. Without a
declaration, such assistance is not available in Contra Costa County.
It is expected, that with a declaration, Contra Costa County and its
cities will be included in the Gubernatorial and federal declaration
and recovery assistance will be made IN availab1 o its resid nts.
