That the Board of Supervisors approve the awarding of Certificates of Commendation to the following agencies and organizations: o County Public Works, Flood Control District o County Sheriff/Coroner, Marine Patrol o Sheriff's Communication Division, Comm 7 o Marsh Creek Detention Center o General Services Department, Workfare Program o County Office of Emergency Services o Bethel Island Fire o California Conservation Corps o American Red Cross 2. Authorize the Chair of the Board to sign the Certificates of Commendation 3 Approve the ratification of the County Administrator's Proclamation of a Local Emergency for Holland Tract. 4. Approve the Proclamation of Existence of a Local Emergency for Contra Costa County. REASON: Because of the exemplary actions taken by the eight organizations and agencies listed above, the Board of Supervisors is requested to issue Certificates of Commendation to these agencies for their heroic efforts in mitigating the effects of a local emergency in Contra Costa County. Because of the high winds, rains, flooding and mudslides, numerous homes in Contra Costa County were damaged, necessitating the owners to acquire either low interest loans or some type of public assistance in restoring their homes and property to conditions at the time of the storm. Currently, the President has declared nine (9) counties in the State of California as disaster areas. This declaration has made federal and state funds available to the local residents. Without a declaration, such assistance is not available in Contra Costa County. It is expected, that with a declaration, Contra Costa County and its cities will be included in the Gubernatorial and federal declaration and recovery assistance will be made IN availab1 o its resid nts. "PROCLAMATION RATIFYING COUNTY ADMINISTRATORS PROCLAIMING THE EXISTENCE OF A LOCAL EMERGENCY" BY THE BOARD OF SUPERVISORS WHEREAS, Section 42-2.802 of the Ordinance Code of the County of Contra Costa empowers the County Administrator to proclaim the existence of a local emergency when said county is affected or likely to be affected by a public calamity and the Board of Supervisors is not in session, subject to confirmation by the Board of Supervisors at the earliest practicable time; and WHEREAS, conditions of extreme peril to the safety of persons and property arose within said. county caused by winds, high tides and heavy rains, commencing on or about 11:00 a.m. on the 19th day of February, 1986, at which time the Board of Supervisors of the County of Contra Costa was not in session; and WHEREAS, said Board of Supervisors does hereby find that the likely existence of the aforesaid conditions of extreme peril did warrant and necessitate the proclamation of the existence of a local emergency; and WHEREAS, the County Administrator of the County of Contra Costa did proclaim the existence of a local emergency within said county on the 19th day of February, 1986; but only after conferring with one or more members of the Board; NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED that the Proclamation of Existence of a Local Emergency as issued by said County Administrator, is hereby confirmed by the Board of Supervisors of the County of Contra Costa; and IT IS FURTHER PROCLAIMED AND ORDERED that said local emergency shall be deemed to continue to exist until its termination is proclaimed by the Board of Supervisors of the County of Contra Costa, State of California. TOM POWERS, CHAIR February 25, 1986 0095A "PROCLAMATION OF EXISTENCE OF A LOCAL EMERGENCY" BY THE BOARD OF SUPERVISORS WHEREAS, Section 8630, Article 14, of the California Emergency . Services Act empowers the Board of Supervisors to proclaim the existence of a local emergency when said county is affected or likely to be affected by a public calamity; and WHEREAS, said Board of Supervisors has been requested by private citizens, elected officials and the County Administrator of said county to proclaim the existence of a local emergency therein; and WHEREAS, said Board of Supervisors does hereby find: That conditions of extreme peril to the safety of persons and property have arisen within said county caused by heavy rainfall, flooding, mudslides and high winds, commencing on or about 5:00 p.m. on the 14th day of February, 1986; and That the aforesaid conditions of extreme peril warrant and necessitate the proclamation of the existence of a local emergency; NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists throughout said county; and IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local emergency the powers, functions, and duties of the County Administrator and the Emergency Organization of this county shall be those prescribed by state law and the ordinances, resolutions, and approved plans of the County of Contra Costa in order to mitigate the effects of said local emergency; and IT IS FURTHER PROCLAIMED AND ORDERED that said local emergency shall be deemed to continue to exist until its termination is proclaimed by the Board of Supervisors of the County of Contra Costa, State of California; and IT IS FURTHER ORDERED that the County Administrator is directed to request the Governor of the State of California to declare a State of Emergency in said county.
