HomeMy WebLinkAboutMINUTES - 07102012 - HA C.03RECOMMENDATIONS APPROVE and AUTHORIZE a contract with TMG, Incorporated (TMG), the lowest responsive and responsible bidder, for the purchase of window and door security covers at Las Deltas and Bayo Vista CA011006/9A/9B & CA011010, (Project) in the amount of $198,000; and AUTHORIZE the Executive Director of the Housing Authority, or his designee, to execute a contract with TMG; and AUTHORIZE the Executive Director or his designee, to exonerate any bid bonds posted by the bidders and to return any checks or cash submitted for security in accordance with the bid documents and/or upon signature of the contract; and AUTHORIZE the Executive Director to sign any escrow agreements prepared for the Project to permit direct payment of retentions into escrow or the substitution of securities for monies withheld by the Housing Authority to ensure performance under the contract, pursuant to Section 22300 of the Public Contract Code. When the company ceased doing business on the West Coast, HACCC could not find a similar supplier, and vacant units became vulnerable to vandalism and theft. This project will provide HACCC-owned security window and door covers for vacant units in the Las Deltas (North Richmond) and Bayo Vista (Rodeo) public housing developments, making them more secure. The project was advertised through the Daily Pacific Builder, the Contra Costa Times, the Concord Transcript, the Lamorinda Sun and through HACCC’s website. Additionally, seventeen local firms were contacted directly. Two bids for the project were received on June 6, 2012. A copy of the Bid Abstract is attached. TMG submitted the lowest responsive and responsible bid at $198,000. FISCAL IMPACT Funding for this contract is provided by the annual Capital Fund grant from HUD. CONSEQUENCE OF NEGATIVE ACTION Should the Board of Commissioners elect not to award the contract to TMG, HACCC will experience scheduling delays which may jeopardize the obligation of funding allocated to the project. Additionally, vandalism and theft will likely continue to damage vacant units, making them more costly to refurbish. ATTACHMENTS Bid Abstract for Security Covers
