FISCAL IMPACT: None BACKGROUND: At its May 17, 2011 meeting, the Workforce Development Board (WDB) of Contra Costa County recommended reducing the number of seats on its board while maintaining the membership composition required by the federal government (i.e. majority business representation) and state government (i.e. 15% labor representation.) This action was precipitated as a result of the elimination of the Job Corps mandated partner seat (BoS 2/15/11, c.52.) This action reduced the total number of seats on the WDB from 45 to 44. In a renewed effort to support Goal 1 of the “Board” section of the 2010-2013 WDB Strategic Plan, “Strengthen a diverse, active, and full board”, WDB staff reviewed aggregate membership requirements, and recognized an opportunity to further reduce the WDB size from 44 to 41 members. This action is supported by the WDB strategic plan and maintains federal and state membership requirements. Reducing the number of seats on the WDB will increase the likelihood of quorums at WDB meetings and thus improve the responsiveness of the WDB to customer needs. CONSEQUENCE OF NEGATIVE ACTION: The Workforce Development Board membership will remain at 44 members. This may increase the difficulty of achieve the quorum necessary for Board actions. CHILDREN'S IMPACT STATEMENT: The elimination of these member seats will not impact children or children services.
