APPROVE and AUTHORIZE the Department of Conservation and Development Director, or her designee, to
execute a contract amendment with CirclePoint to increase the payment limit by $4,680 from $228,867 to a total
amount not to exceed $233,547, for professional services rendered to complete the Final Environmental Impact
Report (FEIR) and attendance at the Board of Supervisors hearings for the Sufism Reoriented "New Sanctuary"
Project, which occurred in February of 2012.
FISCAL IMPACT:
No fiscal impact to the County. The cost of preparing the Final Environmental Impact Report (FEIR) and performing
additional research is covered by revenue received from land development application fees paid by the project
sponsor.
BACKGROUND:
A Final Environmental Impact Report (FEIR) was prepared for two applications, a Minor Subdivision and a Land
Use Permit, to establish a religious facility (the "New Sanctuary") for Sufism Reoriented, located on the southeast

BACKGROUND: (CONT'D)
unincorporated Walnut Creek (Saranap) area. The FEIR was completed and the project was appealed to the Board
of Supervisors. The continued professional services of CirclePoint were needed at the Board hearings, which
occurred in February of 2012. The amendment to the contract (contract #45072) is needed to pay the contractor for
services provided during the appeal process, which exceeded the originally anticipated amount and time.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract amendment is not approved, the contractor would not be paid for completing the Final
Environmental Impact Report and for providing assistance to staff during the appeal process.
