ADOPT Resolution Number 2012/225 to abolish positions and layoff employees in the Employment and Human Services Department, Community Services Bureau. effective June 15, 2012 and re-establish positions effective August 20, 2012. B. APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to temporarily close part-day, part-year Head Start Center Based preschool classrooms and the Home Base Program during the low-enrollment summer period effective June 15, 2012. FISCAL IMPACT: No fiscal impact from implementing these recommendations. The funding received anticipates that part-year classrooms will be closed during the summer months. BACKGROUND: The Head Start Center Based and preschool Home-Based programs operates on a nine-month schedule. This approach allows the program to keep expenditures within current budget. The positions described in Attachment “A-1” are abolished on the dates indicated. The positions listed on Attachment “A-2 will be added on the dates indicated. CONSEQUENCE OF NEGATIVE ACTION: The Department will be required to maintain staff to provide services for which there is no available funding. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
