A. ADOPT Resolution Number 2012/225 to abolish positions and layoff employees in the Employment and Human
Services Department, Community Services Bureau. effective June 15, 2012 and re-establish positions effective
August 20, 2012.
B. APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to temporarily
close part-day, part-year Head Start Center Based preschool classrooms and the Home Base Program during the
low-enrollment summer period effective June 15, 2012.
FISCAL IMPACT:
No fiscal impact from implementing these recommendations. The funding received anticipates that part-year
classrooms will be closed during the summer months.
BACKGROUND:
The Head Start Center Based and preschool Home-Based programs operates on a nine-month schedule. Early

BACKGROUND: (CONT'D)
through the Administration for Children and Families grant, are eliminated from June 15, 2012 to August 20, 2012.
This approach allows the program to keep expenditures within current budget. The positions described in
Attachment “A-1” are abolished on the dates indicated.
The positions listed on Attachment “A-2 will be added on the dates indicated.
CONSEQUENCE OF NEGATIVE ACTION:
The Department will be required to maintain staff to provide services for which there is no available funding.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3:
“Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.”
These outcomes are achieved by offering comprehensive services, including high quality early childhood
education, nutrition, and health services to low-income children
throughout Contra Costa County.
