HomeMy WebLinkAboutMINUTES - 05222012 - C.40RECOMMENDATION(S): ADOPT an "Oppose" position on Assembly Bill 2200 (Ma), a bill that would alter the operation of high occupancy vehicle lanes on Interstate 80; and AUTHORIZE the Chair of the Board of Supervisors to sign a letter communicating this position to the bill's author. FISCAL IMPACT: None. BACKGROUND: AB 2200 (Ma, 12th District) proposes to alter the hours of operation for the Interstate 80 high-occupancy vehicle (HOV) lanes within the jurisdiction of the Metropolitan Transportation Commission in the “reverse commute direction”, namely between 5 a.m. to 10 a.m. in the eastbound direction and between 3 p.m. to 7 p.m. in the westbound direction. As indicated in the attached letter, this section of the freeway system is the subject of substantial ongoing study and investment. CONSEQUENCE OF NEGATIVE ACTION: Without approving the recommendations of the Transportation, Water and Infrastructure Committee, the Board would forgo an opportunity to communicate the legislative interests to the State Legislature. As we understand it, AB 2200 would change current law to suspend or otherwise alter high occupancy vehicle (HOV) lane operation on Interstate 80 (I-80) in the reverse commute direction. The Board of Supervisors believes that current HOV lane operation, associated statutes, and ongoing study and investments will provide for the most efficient system operation possible. As I am sure you are aware the I-80 corridor, in the Counties of Alameda and Contra Costa, is rated as one of the most congested in the entire Bay Area. As such, it is the target of substantial study and investment including the I-80 Integrated Corridor Mobility Project. This Project is a collaborative effort between state, regional and local agencies addressing many components of the transportation network as a system including transit operations, intelligent transportation systems, local arterial operation, system safety, HOV operation, etc. The subject legislation, by addressing just one component of this complex system, is likely to have the unintended consequence of reducing the benefits of this important collaborative, multi-jurisdictional project and decreasing overall system performance. While we support efforts to improve the operation of our freeway system, Contra Costa County must oppose AB 2200 for the reasons cited above.
