APPROVE and AUTHORIZE the County Auditor-Controller to make a prepayment to the City of El Cerrito Fire
Department in the amount of $170,569.84 for 164 portable radios and to make a prepayment to the San Ramon
Valley Fire Protection District in the amount of $142,890.00 for 114 mobile radios and 36 base stations.
FISCAL IMPACT:
$313,459.84, 100% Restricted Developer Fee funding (Fund No. 203300). The East Bay Regional Communications
System (EBRCS) is a Board mandated program. Necessary equipment will be purchased with or without Federal
grant money and with or without the regional grant participant discount. The Federal grant covers 80% of the
equipment and installation costs. Therefore, local agency matching funds currently required for the above-referenced
equipment are $313,459.84, a significant reduction from the total purchase price of $1,567,299.20.
BACKGROUND:
In August 2011 the Contra Costa County Fire Protection District (District) received authorization from the Fire Board
of Directors to apply for two federal grants, sponsor

BACKGROUND: (CONT'D)
one regional grant, and participate in two other regional grants that would be hosted by neighboring agencies –
namely the City of El Cerrito Fire Department (ECR) and the San Ramon Valley Fire Protection District (SRV). The
latter two regional grant requests were for mobile and portable radios to be utilized with the new East Bay Regional
Communications System (EBRCS).
Both regional EBRCS grants were awarded.
The District’s share of award EMW-2011-FR-00249 (hosted by ECR) is 164 portables radios. The bid quote for this
radio through June 8, 2012, is $5,200.30. The local agency cost per radio is $1,040.06
The District’s share of award EMW-2011-FR-00306 (hosted by SRV) is 114 mobile radios and 36 base stations. The
bid quote for the radio and base station through June 8, 2012, is $4,763.00. The local agency cost per radio/base
station is $952.60.
Both ECR and SRV require all participating agencies to submit a check for their local agency match by June 4, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
The District will have to purchase the above-referenced equipment at a significantly higher price and/or without a
Federal grant picking up 80% of the total equipment purchase price.
