APPROVE the Slifer Park Shade Structure Project, and
AUTHORIZE the Public Works Director, or Designee, to advertise the project [DCD-CP#12-25] Project No.:
7783-6X5440, and
FIND the project is a California Environmental Quality Act (CEQA), Class 3e Categorical Exemption, pursuant to
Article 19, Section 15303(e) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.

Project and make related findings under CEQA
FISCAL IMPACT:
This project is funded with 100% LL2 Zone 61 funds.
BACKGROUND:
Slifer Park provides picnic facilities for the community of Discovery Bay. The Park’s picnic areas are frequently
used by the community for BBQs and social gatherings; however during sunny days with high temperatures the
facilities are uncomfortable for park users. A collaborative effort between Contra Costa County Public Works and
the Town of Discovery Bay Community Service District (CSD) identified the need for shade structures that would
provide residents with increased outdoor opportunities.
The project involves the construction of two (2) hexagonal pre-fabricated steel shade structures that will be
constructed over two of the three existing picnic areas. Construction related activities include the installation of
electrical outlets, excavation of structure footings, minor grading and turf repairs.
The construction of the shade structures will not restrict access to the other park facilities; including the third
picnic area which will not have a shade structure constructed over it. The shade structures will fit directly over
existing picnic areas and no additional construction will occur outside the two picnic areas that will receive the
shade structures. A staging area will be located within a section of Slifer Park’s parking lot, but the remaining
parking facilities and street parking will remain open to the public during construction.
Lane closures along Slifer Drive and Newport Drive will not be necessary, since project staging will be confined
to a portion of the parking area. Ample parking will remain available to park users. The park will remain open
during construction. Emergency vehicles will have access at all times. Utility relocations or adjustments may be
necessary in support of the project. Real property transactions may be necessary in support of this project. Trees
and shrubbery may need trimming throughout the project area. No tree removal will be necessary.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
