Bueren, Public Works Director/Chief Engineer Date:May 22, 2012 Contra Costa County Subject:APPROVE and AUTHORIZE the Public Works Director, or Designee, to advertise the Los Altos Drive Repair Project and make related findings under CEQA FISCAL IMPACT: This project is funded with 100% Local Road Funds. BACKGROUND: The purpose of this project is to repair a landslide that occurred during the rainy season of 2011. The landslide occurred on the north side of Los Altos Drive in an area of naturally vegetated hillside with an approximate existing slope of between 4:1 and 2:1 (horizontal: vertical). The landslide is approximately 150 feet-wide, 330 feet long and 10 feet high. The Contra Costa County Public Works Department is proposing to stabilize the roadway and slope by constructing a soldier-pile and lagging-wall below Los Altos Drive in the area of the landslide. A drainage system and compacted fill will be placed directly behind the lagging wall, and approximately 150 to 200 feet of guardrail will be constructed along the north side of Los Altos Drive just above the landslide area. Although the project is located in a residential neighborhood, there is a potential for Alameda whipsnake to move through the area; therefore, the Department is coordinating with U.S. Fish and Wildlife Service and the California Department of Fish and Game to ensure no take of listed species occurs during the landslide repair. In addition, the Department will have a biologist conduct a preconstruction survey and daily sweeps of the project area (repair area and staging area). The Department will also construct temporary wildlife exclusion fencing around the project areas to ensure no listed species are allowed to enter the work area. One multi-trunk California live oak (approximately 12” dbh) will be removed. Full road closure for 20 to 30 consecutive days may be required to facilitate construction of the project. Because Los Altos Drive has two access points, access to all parcels surrounding the project areas will be maintained at all times. Emergency vehicles will have access at all times. Utility relocations or adjustments may be necessary in support of the project. Real property transactions may be necessary in support of this project. Trees and shrubbery may need trimming throughout the project area. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction to repair the landslide and repair Los Altos Drive.
