APPROVE and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa
(HACCC), or his designee, to execute a two-year contract with the Contra Costa County Sheriffs Department to
provide HACCC’s Bayo Vista (Rodeo) and Las Deltas (North Richmond) public housing developments with
additional law enforcement services for the period beginning April 1, 2011 and ending June 30, 2013 in an amount
not to exceed $827,000.
RATIFY payments previously made to the Contra Costa County Sheriffs Department for additional law enforcement
services at HACCC’s Bayo Vista and Las Deltas public housing developments for the period beginning April 1,
2011 and ending February 29, 2012 in the amount of $331,382.86.
BACKGROUND
For the past twenty (20) years, HACCC has contracted with the Contra Costa County Sheriff’s Department to provide
two full-time Sheriff Deputies for additional community-oriented policing duties at the Bayo Vista and

BACKGROUND (CONT'D)
Las Deltas Housing Developments. The Deputies focus on deterring drug-related activities, eliminating violent
crimes, and working closely with residents to provide services beyond those normally offered by the Sheriff’s office.
Law enforcement services that provide services targeted to public housing developments above the baseline services
for the greater community are an allowable budget item under HUD guidelines.
FISCAL IMPACT
The cost for this service is funded through HACCC’s Capital Fund grant.
CONSEQUENCE OF NEGATIVE ACTION
If the Board of Commissioners does not approve this contract, the Sheriffs department will not have sufficient
resources to continue providing the necessary additional law enforcement services to the residents of the Bayo Vista
and Las Deltas public housing communities.
