HomeMy WebLinkAboutMINUTES - 05152012 - C.59RECOMMENDATION(S): APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with On Assignment Staffing Services, Inc. (dba Nurse Bridge Consultants), in an amount not to exceed $2,100,000, for the provision of replacement registered nurses, for the period from May 15, 2012 through July 1, 2013. (100% Enterprise Funds) FISCAL IMPACT: The essential terms of the contract will provide for: (1) a retainer fee of approximately $12,500 upon contact signing; (2) a preparation fee of approximately $379,500 to begin the recruitment and selection process; (3) a fulfillment order fee of approximately $379,500 to secure the recruited staff and schedule them on stand-by status to travel to and from the strike; and (4) a pre-paid three day charge of approximately $1,300,000 for nurse labor. Each payment in the process will be non-refundable. The cost to the County for services under the contract will depend on the skill level and number of nurses ordered. The County’s projected cost ranges from a low of $1 million, to a high of $2.1 million. (dba Nurse Bridge Consultants) BACKGROUND: Under the contract, Nurse Bridge Consultants, Inc. will provide to County qualified staff nurses to work temporarily at Contra Costa Regional Medical Center and Health Centers, and other Health Department locations, during labor actions. The Memorandum of Understanding between Contra Costa County and California Nurses Association (C.N.A.) expired April 31, 2009. The County and the Union agreed to extend the contract through December 31, 2011, and once again through April 30, 2012. Bargaining began March 9, 2012, and, on April 26, 2012, a strike vote was taken by C.N.A. members. A work stoppage will impair the delivery of health care at Contra Costa Regional Medical Center, the Ambulatory Care Centers, the Advice Nurse Unit in the Contra Costa Health Plan, the Adult Mental Health Clinics, and the Detention Center. Due to the potential timing of a work action, the Health Services Director needs to prepare an action plan to maintain the delivery of critical public services. Board authorization for this contract is needed for contingency purposes. The contract will only be executed when, in the judgment of the County Administrator and the Health Services Director, it is required. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, patients at Contra Costa Regional Medical and related Health Services Department Operating units would have longer wait times and possibly go untreated.
