APPROVE and AUTHORIZE the Employment & Human Services Department director, or designee, to execute a
contract amendment with California Department of Education, to decrease the payment limit by $700,000 for a new
payment limit not to exceed $3,003,101, to support childcare and development programs (CalWORKS Stage 2) with
no change to the term July 1, 2011 through June 30, 2012.

BACKGROUND:
California Department of Education notified the Department on June 23, 2011 of the 2011/12 funding allocation for
alternative payment / CalWORKS Stage 2 childcare services. Approval of this revenue contract will provide

BACKGROUND: (CONT'D)
support funds for CalWORKS Stage 2 childcare services to program eligible children and families. The State
routinely amends these agreements to add funds and/or to update funding terms and conditions. On September 13,
2011, the Board approved an amendment to accept additional funds from the State and to increase the child's eligility
age (from 11 years to 13 years). This amendment is to decrease the payment limit by $700,000 due to the bureau not
meeting enrollment targets for Stage 2 childcare program.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not have funds to operate CalWORKS Stage 2 childcare program.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
