Approve and authorize the Health Services Director, or designee, to execute, on behalf of the County, Amendment
Agreement #28-320-3 with Alameda County for its Public Health Division, effective July 1, 2011, to increase the
amount payable to the County by $26,000, to a new total payment limit of $116,000, for the provision of HIV
laboratory testing services provided by the County's Public Health Laboratory under the Therapeutic Monitoring
Program with no change in the original term of July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
Approval of this Amendment Agreement will result in an increase of $26,000 for a total of $116,000 from Alameda
County for HIV laboratory testing services provided by Contra Costa County's Public Health Laboratory under the
Therapeutic Monitoring Program. No County match required.
BACKGROUND:
On November 1, 2011, the Board of Supervisors approved Agreement #28-320-2 with Alameda County for its Public
Health Division for the provision of HIV laboratory testing

BACKGROUND: (CONT'D)
services, for the period from July 1, 2011 through June 30, 2012.
This Amendment Agreement is for Contra Costa Public Health Laboratory to provide HIV viral Load testing on a fee
for services basis. Contra Costa Public Health Laboratory is one of the only laboratories that provide these services.
The testing is provided by existing staff and will bring revenue into the Department. Approval of Amendment
Agreement #28-320-3, will allow Contra Costa Health Laboratory to continue to receive funds for the HIV Viral
Load Test and Genotypic HIV Resistance Test services through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the County Health Laboratory will not receive funding to continue the HIV Viral
Load Test and Genotypic HIV Resistance Test services to Alameda County and to other County Health Department
Aids programs.
