Approve and authorize the Health Services Director, or his designee, (the Director of Environmental Health), to
execute Grant Agreement #28-759-8 (TEA-19-11-18), with the California Department of Resources Recycling and
Recovery (CalRecycle), to pay the County in an amount not to exceed $274,920, for the Environmental Health Waste
Tire Enforcement Program, for the period from June 30, 2012 to September 30, 2013.
FISCAL IMPACT:
Approval of this agreement will result in an amount not to exceed $274,920 from CalRecycle for the Environmental
Health Waste Tire Enforcement Program. The funds are allocated and available from CalRecycle for grants to solid
waste Local Enforcement Agencies (LEA), cities and counties with regulatory authority within the city and county
government to perform enforcement/compliance and surveillance activities at waste tire facilities. No County match
required.

BACKGROUND: (CONT'D)
grant application #28-759-7 with CalRecycle. Contra Costa Environmental Health/General Programs is the solid
waste LEA for the entire county, including all incorporated cities except for the City of Pittsburg. CalRecycle has
been delegated the responsibility for the administration of the program within the state, setting up necessary
procedures governing application by cities and counties under the program. The applicant (Contra Costa County)
demonstrates it has sufficient staff resources, technical expertise, and/or experience with similar projects to carry out
the proposed program.
Approval of Grant Agreement #28-759-8 will allow Contra Costa County Environmental Health services to receive
funds to continue the County waste tire enforcement program through September 30, 2013, including agreeing to
indemnify and hold the State harmless for claims arising out of the County’s performance under the Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, the County will not be able to monitor and reduce illegal waste tire practices,
educate and enforce proper waste tire management throughout the County, assist in reducing potential vector
problems and prevent tire fires, nor protect public health and safety.
