HomeMy WebLinkAboutMINUTES - 02251986 - X.1 THE BOARD OF SUPERVISORS OF CONTRA 'COSTA COUNTY, CALIFORNIA Adopted this Order on February 25, 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Vine Hill Infiltration Basin Fencing Milton Kubicek, Deputy Public Works Director, advised the Board that after the recent heavy rains the Flood Control staff had determined that the Vine Hill infiltration basin did not infiltrate at the desired rate. He noted that the basin had approximately 41/2 feet of standing water after the storm, that the Flood Control District had already incurred a cost of $4,000 for basin monitoring and guarding, and that it was anticipated that additional guard costs of $2,000 would be incurred before the water level dropped below the one-foot criteria. Mr. Kubicek stated that for safety reasons and because of the potential liability, the Flood Control District recommended that the Vine Hill Road infiltration basin be fenced immediately. The following persons appeared and spoke in opposition to fencing of the infiltration basin: 1 . Pauline M. Elcenko, 2830 Vine Hill Road, Oakley; 2 . Margaret Chapin, 4781 Knarlwood Road, Oakley; and 3• Tom Claycomb, 2970 Almondwood Place, Oakley. Supervisor Tom Torlakson stated that he would like to get additional information on alternative solutions and a report from County Counsel on the potential liability to the County. He also requested that a report on a long-term solution be presented to the Board by March 25, 1986 . Therefore, IT IS BY THE BOARD ORDERED that the Public Works Director (Flood Control Division) is DIRECTED to review and report to the Board as soon as possible on alternatives for a temporary solution to the drainage problem in the Vine Hill infiltration basin. IT IS FURTHER ORDERED that the Public Works Director is DIRECTED to report to the Board by March 25, 1986 on a long-term solution in the area. IT IS FURTHER ORDERED that County Counsel is REQUESTED to review the question of the County' s liability relative to potential accidents and/or property damage in the area.
