Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency
Agreement #28–327-1 with San Ramon Valley Unified School District, a government agency, to pay County an
amount not to exceed $248,338, to provide outpatient day treatment and mental health services to special education
students, for the period from July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
Approval of this Interagency Agreement will result in a total payment to the County not to exceed $248,338. (No
County match)
BACKGROUND:
On January 1, 2011, educational jurisdictions assumed, from the County, the responsibility for funding and providing
mental health services to special education students with an individualized education plan (IEP). In order to facilitate
this change, the State has provided funding through AB 100, to the County, to ensure minimal service disruption
while school districts build capacity for the management of Educationally Related Mental Health (ERMH) programs.

BACKGROUND: (CONT'D)
are currently held by the County and are credited to the County per negotiated agreements with individual districts.
On March 15, 2011, the Board of Supervisors approved Interagency Agreement #28-327 with San Ramon Valley
School District, for the period from January 1, 2011 through June 30, 2011 for the provision of outpatient day
treatment and mental health services to special education students.
Approval of Interagency Agreement #28–327-1, will allow the County to continue to provide outpatient day
treatment and mental health services, through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, Agency will not pay County for outpatient day treatment and mental health
services, so special education students within the San Ramon Valley Unified School District will not receive the
mental health services that they need, and as a result, may require treatment at a higher level of service.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
