Adopt Position Adjustment Resolution No. 21089 to add one Mental Health Program Supervisor (VQHP) position at
salary level ZA5 1749 ($5871.40 - 7136.72) in the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $143,605, including pension costs of
$31,262, and will be fully funded by a SAMHSA (Substance Abuse and Mental Health Services Administration)
grant.
BACKGROUND:
This is a request to create one permanent full-time Mental Health Program Supervisor position to oversee Contra
Costa’s Behavioral Health and Adult Court Collaborative (BHACC). The BHACC is administered by the Contra
Costa Health Services Behavioral Health Division, in collaboration with the Contra Costa County court system,
District Attorney, Public Defender, Probation Office, Sheriff’s Office, Jail Mental Health, and community-based
organizations and advocacy groups. The Division applied for, and received, an Adult Treatment Court Collaborative
grant

BACKGROUND: (CONT'D)
through Substance Abuse and Mental Health Services Administration that will allow the Health Services
Department and the County criminal justice system to enhance the services and treatment available to individuals
participating in the County’s adult treatment courts, including the Behavioral Health Court and Drug Court, and
enroll high-needs individuals with co-occurring disorders who would have otherwise been unable to participate.
Coordinated screening and referrals for individuals with co-occurring disorders will occur at multiple intercept
points, including at appointment of counsel, jail intake, diversion to Domestic Violence Court and Homeless
Court, and probation.
The Mental Health Program Supervisor position will oversee day-to-day program operations and staff, as well as
provide clinical leadership and support, and oversee the subcontractor clinical treatment and recovery support
team.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, services to clients may be adversely affected.
