ADOPT Blackhawk GHAD Resolution No. 2012/01 adopting the GHAD budget for 2012/2013 fiscal year and
updating GHAD Manager payment limit under Consulting Services Agreement, as recommended by the GHAD
Attorney and General Manager.
FISCAL IMPACT:
The GHAD is funded 100% through assessments levied on properties within the GHAD. Therefore, there is no
impact on the County General Fund.
BACKGROUND:
On April 22, 1986, the Contra Costa County Board of Supervisors adopted Resolution No. 86/210 approving the
formation of the Blackhawk Geologic Hazard Abatement District (GHAD) and appointed itself to serve as the
GHAD Board of Directors. The GHAD Board is requested to adopt budgets for the GHAD operations each fiscal
year. The GHAD Board is being requested to adopt the fiscal year budget for 2012/2013 as prepared by the GHAD
General Manager, Sands Construction Company, Inc., which is attached to Resolution No. 2012/01.

BACKGROUND: (CONT'D)
of the GHAD and the number of specific projects undertaken by the GHAD, an Operations Manager position was
created in 1990. The General Manager in the past contracted directly for the services of the Operations Manager.
Sands Construction Company, Inc. has served as the Operations Manager since 1990. Due to Sands Construction
Company, Inc.’s familiarity with the GHAD as Operations Manager, the GHAD Board appointed Sands
Construction Company, Inc. as the Interim GHAD Manager on March 15, 2011. The GHAD Board is being
requested to allow Sands Construction Company, Inc. to continue to serve as Operations Managers and approve
the Consulting Services Agreement attached to Resolution No. 2012/01.
CONSEQUENCE OF NEGATIVE ACTION:
The GHAD will not be able to continue to operate starting July 1, 2012 if the budget is not approved.
