BOYD , Deputy RECOMMENDATION(S): The Board of Supervisors of Contra Costa County, as constituting the Board of Directors of Contra Costa County Sanitation District No. 6 (SD 6): 1. ACCEPT filing of the Annual Report; INTRODUCE Ordinance No. 21 and WAIVE the reading. RECOMMENDATION(S): (CONT'D) 2. FIX a Public Hearing for June 5, 2012 at 10:00 a.m. in the Board of Supervisors’ Chambers, 651 Pine Street, Martinez, California, as the time and place for a public hearing to consider the Fiscal Year 2012/2013 report and approval of the annual sewer service charges for SD 6. 3. DIRECT the Clerk of the Board to publish a Notice of Filing of the Annual Report and Fixing of Public Hearing thereon in accordance with Health and Safety Code 5473.1 and pursuant to Government Code Section 6066. 4. DIRECT the Public Works Department Director to immediately make available to the public at the office of the Clerk of the Board and the Public Works Department a copy of the Annual Report and Ordinance No. 21. FISCAL IMPACT: County services to SD 6 are funded entirely by annual sewer service charges obtained from the users of the sewer system, in accordance with the Health and Safety Code 5473. All costs will be 100% covered with revenue from SD 6. BACKGROUND: The Public Works Director has filed with the Clerk of the Board an Annual Report containing a description of each parcel of real property receiving sewer services in Sanitation District No. 6 and the proposed amount of charges to each parcel for Fiscal Year 2012/2013. Attachment Exhibit A includes the Annual Report as required by the Government Code. CONSEQUENCE OF NEGATIVE ACTION: Without the Board approval, SD 6 will be unable to have the Fiscal Year 2012/2013 sewer service charges collected by the County Tax Collector, and will have to use an alternate method to collect the service charges. ANNUAL UNIT CHARGE FOR FISCAL YEAR 2012/2013. For fiscal year 2012/2013, the “annual unit charge” referred to in Section 11 of Ordinance No. 1 is prescribed at $1,950.00. SECTION 2. COLLECTION ON TAX ROLL. The Board of Directors elects to collect the annual sewer service charge on the Fiscal Year 2012/2013 Assessment Roll. SECTION 3. EFFECTIVE DATE. This Ordinance becomes effective 30 days after passage and, within 15 days after passage, shall be published at least once with the names of Supervisors voting for and against it in the Contra Costa Times, a newspaper published in the county. This report contains a description of each parcel of real property receiving sewer service from the District, the amount of the charge for each parcel for Fiscal Year 2012-13, computed in conformity with the charges prescribed under District Ordinances and the budget report. Upon adoption of this report by the Board of Supervisors, the charges contained herein will be collected on a tax roll of Contra Costa County in the same manner, by the same persons, at the same time as, and together with, the County's general taxes.
