HomeMy WebLinkAboutMINUTES - 05152012 - SD.3RECOMMENDATION(S): CONSIDER whether to APPROVE and AUTHORIZE the Department of Conservation and Development Director, or her designee, to execute an Amendment to the existing Agreement between the City and County of San Francisco, the Alameda County Waste Management Authority, the County of Contra Costa, the City of San Jose, and the City of Palo Alto to amend the scope of work, with no change in Contra Costa County's existing share of costs of $25,000 and no change to the existing expiration date of December 31, 2017, for the development of a Regional Recycling Database tool to provide the public and agencies with easy to find detailed, up-to-date reuse, recycling and disposal information. FISCAL IMPACT: No impact to the General Fund. The $25,000 to be paid to the City and County of San Francisco (SF) for the County’s share of this regional effort is being paid with (Integrated Waste Management) Countywide AB939 Fees. Each participating agency then can use this tool to manage data about their own local reuse and recycling services/facilities. By centralizing the management of our recycling data, each participating agency will no longer have to maintain data for recyclers outside their jurisdiction while still ensuring local residents/businesses have easy access to more up-to-date information about options that may be nearest them. The Contra Costa County Department of Conservation and Development (DCD) currently provides a Recycling Hotline that people can call for recycling information, a County recycling website and a Reuse & Recycling Guide (last produced in 2005). The Recycling Hotline, website and Guide are County-run programs specified in the County’s Source Reduction & Recycling Element approved by the State in 1993. However, our database is outdated and does not get updated often. Updating our website is a time consuming, multi-step process. With the new “Recycle Where” tool, the public and vendors can easily provide feedback when vendor information changes and this can immediately be updated in the online database. This will allow us to be more cost effective to provide current recycling information live and to produce our Reuse & Recycling Guide more frequently. The “Recycle Where” tool will be placed on each agency’s website as a widget. This will include a search box where you can type in what you would like to recycle. This will take you to a page of options of related materials, which will then show you a list of vendors in your area. Each agency has administrative access to the database. With our five County/City data we have Bay Area wide data coverage. In the future this may expand statewide so that “Recycle Where” will become known as a dependable recycling source wherever you are searching from. CONSEQUENCE OF NEGATIVE ACTION: The County would not fund its share of the cost to develop this valuable online tool and therefore those living and working in Contra Costa County would not have the benefits of this helpful and convenient resource.
