Boyd, Deputy cc: Ted Cwiek, Human Resources Director D. 3 To:Board of Supervisors From:David Twa, County Administrator Date:May 15, 2012 Contra Costa County Subject:ADDING, REDUCING AND ABOLISHING POSITIONS AND MOVING EMPLOYEES IN CERTAIN DEPARTMENTS RECOMMENDATION(S): (CONT'D) ACKNOWLEDGE that on May 15, 2012, the Board of Supervisors will consider approving the FY 2012-13 Recommended Budget requiring the modification, addition and elimination of certain positions in affected departments; ADOPT Resolution No. 2012/222, authorizing the modification, addition and deletion of certain positions in affected departments and ACKNOWLEDGE that all of the positions being eliminated are vacant and that no employee will be laid-off by this action; and ACKNOWLEDGE Resolution No. 2008/299 adopted May 6, 2008, authorizing the Human Resources Department to implement the Tactical Employment Team Program (TETP), whose objective is to mitigate the negative impact that layoffs have on County employees. FISCAL IMPACT: The fiscal impact is described in the Fiscal Year 2012-13 Recommended Budget. BACKGROUND: On April 24, 2012, the Board held Budget Hearings required prior to adopting the FY 2012-13 Recommended Budget. At the conclusion of the hearings, the Board directed the County Administrator to return with a Resolution ordering the adjustment, addition and deletion of positions necessary to balance the FY 2012-13 budget and the deletion of positions that are vacant and unfunded. The attached Position Adjustment Resolution (No. 2012/222) incorporates those changes directed by the Board as part of the FY 2012-13 Recommended Budget. The Resolution adds, adjusts and/or eliminates positions in the following departments: Agriculture, County Administration, Conservation and Development, Department of Information Technology, District Attorney, General Services, Library, Probation, Public Works and Sheriff-Coroner. As noted in the companion Board Order (agenda item D.2), the full-time equivalent (FTE) counts in the Recommended Budget for the District Attorney and Public Defender have been reduced by five and three, respectively, due to insufficient funding. If funding had been available, the positions would have been included as additions in the attached Resolution No. 2012/222. Further, additional positions in various departments will continue to be held vacant (but not eliminated at this time) in order to achieve prescribed cost savings through normal and managed attrition to the greatest extent possible. Tactical Employment Team Program (TETP) - Attached for reference is a copy of Resolution No. 2008/299, adopted May 6, 2008, which authorized implementation of the Tactical Employment Team Program. The Tactical Employment Team Program (TETP) was reimplemented in 2008 and is still in operation. The objective of this program is to mitigate the negative impact that anticipated layoffs will have on the County’s workforce. The team is up and running and will continue to work toward finding employment for as many laid-off individuals as possible. There are no positions identified as 'Filled' in the lay-off resolution this year, therefore it is not anticipated that there will be anyone laid-off. In fact, due to the hiring freeze, there are currently openings in several County departments awaiting authorization to fill much needed positions. CONSEQUENCE OF NEGATIVE ACTION: Potential delay in elimination and addition of targeted positions, which may impact service delivery. CHILDREN'S IMPACT STATEMENT: None.
