ADOPT Resolution No. 2012/198 requesting the Contra Costa County Board of Supervisors grant formal recognition
to the California Nurses Association (CNA) for the classifications of Staff Nurse – Per Diem (VWWA) and Staff
Advice Nurse – Per Diem (VWXF).
FISCAL IMPACT:
There is no initial cost association with this action. The parties will commence the collective bargaining process as
defined under the Myers-Milias-Brown Act (MMBA) to determine the wages, hours and other terms and conditions
of employment in regard to these two classifications.
BACKGROUND:
The California Nurses Association (CNA) has petitioned for formal recognition as the majority representative of
employees in the Staff Nurse-Per Diem and the Staff Advice Nurse-Per Diem classifications. Informal Recognition
for CNA for these two classifications was granted by the Board on February 14, 2012. The Director of Human
Resources has reviewed the request and

BACKGROUND: (CONT'D)
determined the petition to be in conformance with the requirements of the County’s Employer-Employee Relations
Resolution No.81/1165 (EERR), Chapter 34-12, and Section 34-12.002 and has recommended formal recognition
associated with the determination of appropriate unit as required under section 34-12.006 and 34-12.008. Majority
representation under EERR Section 34-12.010 has been facilitated by State Mediation and Conciliation Service
(SMCS) with a card check election held on Monday, April 23, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
The County would be out of compliance with the Employer-Employee Relations Resolution.
