APPROVE the Brookside Drive Drainage Improvement Project [DCD-CP#12-27], Richmond area Project No.:
4500-6X3101 (TO0387), and
FIND the project is a California Environmental Quality Act (CEQA), Class 3 Categorical Exemption, pursuant to
Article 19, Section 15303 of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.

Subject:APPROVE the Brookside Drive Drainage Improvement Project and make related findings under the California
Environmental Quality Act (CEQA)
FISCAL IMPACT:
The estimated cost of this project is $9,900. This is funded by General fund subsidy to the Behavioral Health –
Homeless Programs and is included in the current FY 2011-12 Budget.
BACKGROUND:
The project consists of the installation of drainage improvements on Brookside Drive at the entrance of the
Brookside Homeless Shelter.
The purpose of this project is to install drainage improvements from Brookside Drive where water currently
ponds during storm events and creates a hazard at the entrance of the Brookside Homeless Shelter to a drainage
inlet in the Public Works Maintenance Corporation Yard. The work will consist of installation of a drainage inlet
on Brookside Drive and 6 inch drain line that will tie in to an existing drainage facility within the corporation yard
parking lot. The work will occur in previously disturbed areas that are either paved or graveled. No tree or shrub
removal is anticipated in support of the project. Access to the corporation yard and the homeless shelter will be
maintained at all times. Work is expected to take less than a week and will occur during standard working hours to
minimize disturbance to the shelter residents.
Real Property transactions and utility relocations may be necessary in support of this project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a continued inconvenience to residents at the Brookside Homeless
Shelter and motorists using Brookside Drive.
