1. APPROVE the bid documents, including the design, plans and specifications, for the G Ward Seismic Upgrades
Project at the Contra Costa Regional Medical Center ("CCRMC") campus, 2500 Alhambra Ave., Martinez, for the
Health Services Department.
2. DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 1D Categorical
Exemption; DIRECT the Director of Conservation and Development, or designee, to promptly file a Notice of
Exemption with the County Clerk; and DIRECT the Director of Public Works, or designee, to arrange for payment of
the $25 handling fee to the County Clerk for filing the Notice of Exemption and a $25 handling fee to the Department
of Conservation and Development for processing costs.
3. AUTHORIZE the Director of Public Works, or designee, to solicit bids to be received on or about June 21, 2012,
and to issue bid addenda, as needed, for clarification of the contract bid documents, provided the involved changes do
not significantly increase the cost estimate for the initial construction contract.
4. DIRECT the Clerk of the Board to publish, at least 14 calendar days before the bid opening date, the

Notice to Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.
5. DIRECT the Director of Public Works, or designee, to send notices by either fax or email, if available, and by U.S.
Mail to the construction trade journals specified in Public Contract Code Section 22036 at least fifteen calendar days
before the bid opening date.
FISCAL IMPACT:
Funding is provided by the Health Services Department's Enterprise Fund (EF-1).
BACKGROUND:
Plans and specifications for the project have been prepared for the Public Works Department by Theophanous
Structural Engineers and filed with the Clerk of the Board by the Director of Public Works. The construction cost
estimate is $211,000 and the general prevailing wage rates are on file with the Clerk of the Board of Supervisors and
will be the minimum rates paid on this project.
The project scope involves seismic upgrades to the first floor of G Ward at the CCRMC. G Ward is a two-story,
wood-frame building that was constructed in 1948 and is located on a downhill site. The building has been remodeled
over the years but has not had significant seismic improvements. The building has exhibited cracks in the exterior
wall and shows evidence of movement. The project will help to stabilize the G Ward building and improve the
seismic safety of the structure. The scope of work includes upgrading the foundations, adding diagonal bracing and
shear paneling, and improving the structural connections.
CONSEQUENCE OF NEGATIVE ACTION:
Without the seismic upgrades, the G Ward building will be more susceptible to damage during an earthquake.
