HomeMy WebLinkAboutMINUTES - 05082012 - C.82RECOMMENDATION(S): APPROVE and AUTHORIZE the Director of Child Support Services, or designee, to execute a contract amendment with MobileFrame LLC, to increase the payment limit by $59,850 in an amount not to exceed $153,675 for the development of the Paternity Declaration Mobile Application and extend the contract for the period of April 30, 2012 through June 30, 2012. FISCAL IMPACT: This project will be fully funded by allocations from the Federal Government at 66% and State of California at 34%. There is no cost to the County. BACKGROUND: The Department of Child Support Services (DCSS) must adhere to Federal Performance Standards, which includes the IV-D Paternity Establishment. The Paternity Opportunity Program (POP) is a joint partnership with local hospitals and clinics to establish paternity at birth. The objective of creating an Electronic Paternity Opportunity Program (ePOP) is to ensure the process of establishing paternity at birth is more efficient and cost effective. BACKGROUND: (CONT'D) complete the forms on a mobile device and have the information sent directly to the California Child Support Enforcement (CSE) system and California Automated Vital Statistics System (AVSS). This device will streamline the process by eliminating paper copies and manual input into CSE and AVSS. CONSEQUENCE OF NEGATIVE ACTION: If this action were not approved, it would lessen the efficiency of DCSS establishing paternity at birth. CHILDREN'S IMPACT STATEMENT: Failure to approve this will affect the Department of Child Supports ability to efficiently establish paternity for a child at birth.
