SUBJECT: Appointment to the Contra Costa County Consolidated
Fire District Board of Commissioners
SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Authorize the Chairman to send a letter to the Mayor of
Martinez indicating that the Board intends to appoint a
representative of the City of Martinez to the Contra Costa
County Consolidated Fire District Board of Commissioners and
soliciting a nomination from the City of Martinez.
2. Direct County Counsel to review and revise, as necessary,
Resolution 69/181 in order to reflect that the Board of
Commissioners consists of a representative from each of the
five cities in the fire district with the highest assessed
valuation as opposed to each of the four cities with the
highest assessed valuation, and return a revised Resolution
to the Board for their approval.
3 . Remove this item as a referral to the Internal Operations
Committee.

BACKGROUND:

On January 28, 1986,; the Board of Supervisors referred to our
Committee a Januaryj27th letter from the Mayor of Martinez
reaffirming the City' s desire to have a representative from the
City of Martinez on ;the Board of Fire Commissioners, and
indicating their interest in nominating a candidate to fill such
a position.
The Board of Supervisors has indicated in the past their
willingness to substitute a nominee from the City of Martinez for
the current 5th seat on the Board of Commissioners, previously
occupied by Harold E. Wildes, who recently retired. The
Resolution establishing the manner in which the composition of
the Board of Fire Commissioners shall be determined (Board
Resolution 69/181) provides that each of the four cities with the
greatest assessed valuation be permitted to nominate one
commissioner for appointment by the Board of. Supervisors.

Some time ago, the City of Martinez succeeded the City of
Pleasant Hill as the city in the Consolidated Fire District with
the fourth highest assessed valuation. At the time this matter
was last discussed by the Board, the Board made a commitment to
fill the next vacancy with a representative from the City of
Martinez.
With the recent retirement of Harold Wildes, the Board is
presented with the opportunity to fulfill their commitment to the
City of Martinez and we are, therefore, making the above
recommendations consistent with that commitment.
