HomeMy WebLinkAboutMINUTES - 05082012 - C.40RECOMMENDATION(S): APPROVE and AUTHORIZE the Interim Employment & Human Services Department director, or designee, to submit an application to and accept funding from the Department of Health and Human Services Administration for Children and Families in an amount not to exceed $523,511 for Early Head Start supplemental funding for the term September 30, 2012 through December 31, 2012. FISCAL IMPACT: The County, as Grantee, is required to generate a 20% non-federal in-kind match not to exceed $130,878 (see chart below). This match is achieved through collaboration with State Child Development programs and the volunteer hours accrued by Head Start parents and community partners. The original expansion program began in 2010 as a result of the "American Recovery and Reinvestment Act (ARRA) of 2009", Public Law 111-5 signed by the President of the United States on February 17, 2009 which provided additional funding for Early Head Start programs nationwide. This funding ended on September 29, 2011. On December 23, 2011, President Obama signed Public Law 112-74, the Consolidated Appropriations Act of 2012, which contains an increase of $409 million for programs under the Head Start Act for Fiscal Year (FY) 2012. The increase will be used to continue operations for the expansion services funded under the American Recovery and Reinvestment Act, provide a 0.72 percent cost-of-living adjustment (COLA) increase to assist in maintaining the quality of Head Start services, retaining qualified staff and offsetting higher operating costs, and incrase training and technical assistance (T/TA) funds. The funding application was submitted to the Office of Head Start, in the Administration for Children and Families divison of the Department of Health and Human Services on April 16, 2012. The Policy Council approved the grant application on March 21, 2012. CONSEQUENCE OF NEGATIVE ACTION: If not approved, funding will be lost for 170 childcare slots. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
