BACKGROUND:
On August 14, 1987, an offer of dedication to Contra Costa County (County) was recorded as Instrument No.
87-172403. The offer of dedication was for a Pedestrian Bridge Easement for construction of the Oak Road
Pedestrian Overcrossing of Treat Boulevard.
On May 19, 2009, the County’s Board of Supervisors approved an amendment (Resolution Number

BACKGROUND: (CONT'D)
2009-203) to the Contra Costa Centre Specific Plan that eliminated the Oak Road Pedestrian Overcrossing of
Treat Boulevard from within the area of the offer of Dedication. The Oak Road Pedestrian Overcrossing of Treat
Boulevard was constructed in another location. Therefore, the Easement is no longer needed for the purpose for
which it was dedicated.
The current property owner of Assessor’s Parcel Number 148-221-042 has requested the County terminate and
abandon the Offer of Dedication in order to remove the encumbrance from the property.
CONSEQUENCE OF NEGATIVE ACTION:
The County may be responsible for the maintenance of an area that is not required for the purpose for which it
was dedicated.
