APPROVE the Contra Costa Centre Infrastructure Improvements Project and AUTHORIZE the Public Works
Director, or designee, to advertise the project, Project No. 0662-6R4120; and
DETERMINE that the Contra Costa Centre Infrastructure Project is Categorically Exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) of the CEQA guidelines; and
DIRECT the Department of Conservation and Development Director to file a Notice of Exemption for the Action
Plan with the County Clerk; and
DIRECT the Department of Conservation and Development Director to arrange for payment of the $50 handling fee
to the County Clerk for filing such Notice of Exemption.
FISCAL IMPACT:
The estimated project cost is $600,000 and is funded by Redevelopment Agency Tax Exempt Capital Bonds (100%).

Subject:APPROVE and AUTHORIZE Contra Costa Centre Infrastructure Improvements Project and make related findings
under CEQA, Walnut Creek area.
BACKGROUND:
The project is needed for enhancing alternative mode (pedestrian, bicycle, car sharing, transit) access to the Contra
Costa Centre area. The project area has many needs, including the closure of sidewalk gaps, the repair of cracked
and uplifted surfaces in sidewalks, crosswalks, and tree wells, and the upgrade of pedestrian facilities to current
Americans with Disabilities Act (ADA) standards. The project area consists of the following roads bounded by
the Pleasant Hill city limit to the north, the Walnut Creek city limit to the south and east, and Buskirk Avenue to
the west: Buskirk Avenue, Oak Road, Jones Road, Treat Boulevard, Wayne Drive, Las Juntas Way, and Coggins
Drive. The project includes the construction of new sidewalk west of Oak Road along Treat Boulevard and along
Jones Road; the substitution of existing brick pavers with stamped concrete at the Oak/Treat and Oak/Wayne
intersections; the substitution of tree grates with decomposed granite mulch in tree wells; the repair of damaged
sidewalks around tree wells; the replacement or removal of declining, destructive, or obstructive trees from
existing tree wells; the modification of existing curb ramps, traffic islands, sidewalks, and driveways to comply
with current ADA specifications; the installation of countdown pedestrian signal timers; the installation of
in-roadway warning lights at the Las Juntas/Anthony and Jones/Harvey intersections; the resurfacing of area
roads the reapplication of thermoplastic to fading traffic stripes and pavement markings; the replacement of street
lights and programmed visibility traffic signal lights with LED-based lights; the installation of accessible
pedestrian signal actuators; the replacement of faded illuminated street sign panels; and the painting of traffic
signal poles.
A Street Tree Improvement Report was prepared for the proposed project. The street trees were inventoried and
examined by an arborist. Trees that are in severe declining, and declining condition and other trees located in
unsuitable locations that do not support long-term health of street trees will be removed. Trees will be replaced
with like species, unless the site conditions do not support long term health of trees.
Real property transactions, including right of way and easement acquisition, may be necessary in support of this
project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of construction and may jeopardize funding.
