In effort to ensure ongoing communication with the County Administrator, Board of
Supervisors and Head Start Policy Council and the Economic Opportunity Council, attached
is the Bureau’s monthly report that contains all issues pertaining to the Head Start program,
Community Action and Community Services Bureau (CSB).
Bureau Highlights
¾ March enrollment is reported at 100%.
¾ On March 14, 2012, the Bureau received notification from Administration for
Children and Families (ACF) to submit supplemental funding application amounting
to $676,205 for:
o The continuation of the Early Head Start expansion services for 170 children
through December 2012.
o 0.72 percent increase in Cost-of-Living Adjustment (COLA) to assist in
maintaining the quality of Head Start services, retraining qualified staff and
offsetting higher operating costs.
o Additional training and technical assistance (T/TA) funds.
Supplemental application is due by April 16, 2012.
¾ The County’s Single Audit was completed with no audit findings pertaining to the
Federal programs administered by the Bureau.
¾ In collaboration with the County Administrator’s Office, Auditor’s Office and the
Treasurer’s Office, the Bureau has started a project to study and implement a process
for an on-line banking system that will allow staff to make deposits directly from an
office rather than frequent trips to the bank.
¾ The annual self-assessment of the Head Start and Early Head Start Program Services
and operations with CSB, the Delegate Agency, First Baptist Church, and child care
partners was completed with no findings of non-compliance. See attached report.
¾ The Bureau submitted the 2011 Community Services Block Grant closeout report in
compliance with State regulations.
¾ The California Department of Education (CDE) has notified Bureau of its intent to
reduce the FY 2012-13 funding for Alternative Payment Program by $55,725
representing 6% reduction. The reduction was based on the projected under-
utilization of Alternative Payment Program funds.

¾ In compliance with ARRA reporting requirements, the Bureau submitted the ARRA
reports for California Department of Education Facilities Renovation and Repairs
ARRA and Department of Energy (DOE) Weatherization Assistance Program ARRA.
¾ The Bureau submitted to California Department of Education Monthly Caseload and
Expenditure Report for CalWORKS Stage 2 and Alternative Payment Programs.
¾ In compliance with Federal Regulations, the Bureau submitted the Final Federal
Financial Report for the Early Head Start Expansion Program and the Annual Federal
Financial Report for ARRA Early Learning Mentor Coaches Program.
¾ CLOUDS database system project is moving along. CLOUDS developers have
completed the following tabs and sections: Mental Health, Growth, Nutrition,
Immunization, TB Testing, Disabilities, Medical, Prenatal Services, and Health
History. One Solution Technology (OST) is currently finalizing the CD9600 child
application. Initial CLOUDS eligibility training has been scheduled for April 30th
and May 1st through 3rd for all Comprehensive Services staff, Site Supervisors, and
Site Clerks. Nine directly operated CSB sites have received Wallpad training. OST
will be working on the required state and federal reports in April.
¾ The child and adult restroom reconstruction projects at Verde Child Center are
complete. Improvements were provided by the West Contra Costa Unified School
District.
¾ A new shade structure was installed at the Martinez Child Center to provide sun
protection for the children. The shade was purchased with California Department of
Education grant funds.
¾ The top three requested referrals are: (1) Parenting Education, (2) Adult Education,
such as GED programs and college selection, and 3) Health Education.
¾ The top three nutritional assessments that were completed this month remain the
same as last month: (1) Overweight/Obese, (2) Anemia, and (3) Food Allergies.
BBureau Activities
¾ The Policy Council held their regular meeting on Wednesday, March 21, 2012:
o Representatives received training on the services offered through Spark Point.
The group also ratified last month’s approval of CSB’s Head Start/Early Head
Start 2012 Selection Criteria, approved one new hire, and received reports on
the self-assessment, child outcomes data, first cycle monitoring, transitional
kindergarten and parent survey results.
o The fiscal subcommittee approved CSB’s application for the 2012 Cost-of-
Living Adjustment and Training & Technical Assistance increase, which will
be ratified by the full Policy Council during May’s meeting.
o As a result of the self-assessment, all Policy Council Meeting packets now
include a document providing background information on reports and action
items for that month’s meeting. This sheet, along with more question and

answer time, should ensure representatives are confident that they are
making well informed decisions.
o The annual Board of Supervisors/Policy Council/Economic Opportunity
Council joint training is scheduled for April 16, 2012 from 1-3 pm at the
Walnut Creek Marriott. This year’s guest speaker will be Jerry Gomez and he
will begin preparing the group for CSB’s upcoming federal review.
¾ Homeless Services: A CSB Administrative Services Assistant III (ASA III) has joined
the Inter-jurisdictional Council on Homelessness, which discusses policy, services,
and needs of the community. The ASA III will also be representing CSB on a
consumer board, which hears from the homeless population directly. Both meetings
take place quarterly and the next meeting will be in June.
o Outreach to area shelters will begin in April in preparation for summer
enrollment.
¾ Federal Review: Training for child care partners will take place on April 5, 2012.
This is the first of many training sessions around the new review process and tool
that will be taking place over the remainder of 2012. Training modules of varying
difficulty, coupled with pre-work and a follow-up survey, are being developed for
all staff.
o The RFI for the Head Start Consultant has closed with five applicants
responding, which only three met the minimum qualifications. Jerry Gomez
has been selected.
¾ The Male Involvement Meeting was held on March 27, 2012. Fourteen enthusiastic
participants attended the meeting and expressed interest in attending meetings at
various locations in the County. Participants completed interest surveys of possible
topics to explore and results are currently being tallied.
¾ The Wellness Centers, an organized self-help resource system for families, have been
distributed to all of CSB’s Directly Operated Centers and have been well received by
families. Each Wellness Center has the capacity to hold 12 pamphlets and parents
are able to easily obtain information on various topics. Current topics include the
following: Supporting families through Self-Sufficiency, Early Head Start, Preschool
Education, Child Developmental Milestones, Disabilities, Mental Health, Nutrition,
Health, and Male Involvement, including “Are You a 24/7 Dad.” All information is
available in both English and Spanish.
¾ The Triple P Positive Parenting Program successfully passed 16 Head Start parents on
March 15th. In the 10 weeks duration, the George Miller Center in Concord hosted
weekly and provided space for parents to learn positive parenting strategies and how
to manage challenging situations and behaviors. The final meeting consisted of
parents sharing their feedback and participating in a graduation ceremony, in which
each parent received a certificate of completion for their accomplishments. After
completing the program, parents, overall, reported higher confidence level in their
parenting and greater awareness of how to manage some of the challenging
parenting issues through their involvement and dedication. They also expressed
their gratitude to CSB/Head Start for the opportunity in offering the program.

o Additional classes will be offered at the Fairgrounds Center in Antioch,
beginning April 17th from 5 to 7 pm and an orientation will be provided on
April 10th.
¾ CSB, child care partners, and First Baptist Head Start staff received Classroom
Assessment Scoring System (CLASS) training to become a verified “observer” and
received the observer refresher training. Fifteen staff attended CLASS observer
training for the first time.
¾ Twenty-five CSB and partner team members have completed four of the five
“Nurtured Heart Approach” training sessions presented by Michelle Williams of
Child Health and Disability Prevention. The “Nurtured Heart Approach,” developed
by Howard Glasser, focuses on non-traditional strategies for working with
challenging behavior by teaching adults techniques to shift from negative
relationship with children to positive ones that help guide children to success.
¾ Reading is Fundamental is a federally funded grant project that promotes a love of
books and reading by providing children with high quality books to take home. The
grant provides CSB with funding to purchase three books for each preschool child.
Project guidelines include conducting three separate book distributions during
which children must be allowed to choose their own books without adult
interference. Book distributions began on January 10th and will conclude on April
25th during the Week of the Young Child. CSB encourages all families to volunteer
to read to children and to assist with the book give-away. In addition to the book
distribution, CSB established motivational activities to enhance children’s experience
of literature. The first activity was a focus on multicultural nursery rhymes; the
second was a celebration of Dr. Seuss’s birthday and the third is our annual reading
challenge.
¾ CSB is currently providing work experience and training to a total of 22 Clerical
Assistant Trainees and California State University East Bay service learning students
with an additional 4 in progress. These placements provide excellent hands-on
learning, training and mentorship for students as they develop in their employability
and in their career goals.
