ADOPT Resolution 2012/171 approving the Master Property Tax Transfer Agreement for the allocation of property
taxes for County Service Area R7.
FISCAL IMPACT:
There is no immediate fiscal impact from this action. However, this Master agreement will be applied to future
County Service Area R7 annexations.
BACKGROUND:
The Board of Supervisors has Master agreements with most of the cities in the County and with several special
districts which establish formulas for giving the annexing districts their proportionate share of the property tax. CSA
R7 has no such agreement. The property tax transfer agreement for CSA R7 will be in accordance with an existing
Master agreement between the County, Central Contra Costa Sanitary District ("CCCSD") and East Bay Municipal
Utility District ("EBMUD") (see Attachment 1). This Agreement is in accordance with Revenue and Taxation Code
Section 99(d) and Revenue and Taxation Code Section 96.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the County Service Area R-7 would be unable annex territory.
