Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #26-602-5 with Traditions Psychology Group, Inc. (dba Traditions
Behavioral Health), a corporation, in an amount not to exceed $14,700,000 ($4,900,000 per
year), to provide psychiatric staffing and leadership for the Inpatient Psychiatric, Crisis
Stabilization Unit at Contra Costa Regional Medical Center and the County’s Main
Detention Facility, for the period from June 16, 2011 through June 30, 2014. The
Contractor’s previous Contract #26-602-4 with the County was set in an amount not to
exceed $19,737,000, or $4,934,250 per year.
FISCAL IMPACT:
This Contract is funded 100% by Enterprise Fund I. As appropriate, patients and/or third
party payors will be billed for services. This Contract provides costs savings compared to
using contracts with individual psychiatrists and temporary staffing companies.

BACKGROUND:
On July 10, 2007, the Board of Supervisors approved Contract #26-602 (as amended by
Amendment Agreements #26-602-1 through #26-602-4) to provide staffing and medical
staff leadership of the Inpatient Psychiatric and Crisis and Stabilization Units at Contra
Costa Regional Medical Center and Contra Costa Health Centers and the Main Detention
Facility and Mental Health Clinics including, but not limited to, providing a required
number of psychiatrists necessary for clinical coverage of patients twenty-four (24) hours a
day, (7) seven days a week, a lead psychiatrist to direct administrative and clinical
supervision and supervision of all non-clinical areas related to the medical staff of the
Department of Psychiatry, through June 15, 2011.
This Contract provides costs savings compared to using contracts with individual
psychiatrists and temporary staffing companies. Approval of Contract #26-602-5 will allow
Contractor to continue providing psychiatric staffing and leadership for the Inpatient
Psychiatric and Crisis Stabilization Units at Contra Costa Regional Medical Center and
Health Centers, and the County’s Main Detention Facility, through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the Department would not have adequate psychiatric
coverage and quality and performance compliance in the County’s Inpatient Psychiatric and
Crisis Stabilization Units at Contra Costa Regional Medical Center and Health Centers and
the County’s Main Detention Facility.

CLERK'S ADDENDUM
Rollie Katz, Public Employees' Union Local One, requested that the contract be approved
for a six-month period to allow Labor to further review its costs and staffing practices.
Dr. Walker noted that the contract achieved cost savings, and explained that in 2007 the
County's accreditation was endangered because it was unable to recruit and retain
enough psychiatrists to meet legal staffing requirements in the psychological unit, making
it a necessity to contract for these services. He noted that since that time, Contra Costa
has received acclaim for the quality of its services in this area. He further noted that this
contract locks in rates for three years at less than it would cost the county to hire
individuals. Dr. Walker stated he was agreeable to meeting with Local One regarding this
matter.
