HomeMy WebLinkAboutMINUTES - 04242012 - C.62RECOMMENDATION(S): APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment/extension with Buck Consultants to increase the payment limit by $40,000 to a new payment limit of $370,000 and to extend the contract period from April 30, 2012 to October 31, 2012. FISCAL IMPACT: The cost of the contract will be paid from the County's cost center for employee benefits, as the services provided by Buck Consultants concern analysis of employee benefits provided by the County. BACKGROUND: In November 2007, the County conducted a Requests for Proposals (RFP) for Benefit Design Consultation. The County required expert consultation on accounting standards for retiree healthcare and other post-employment benefits (OPEB) described in Government Accounting and Standards Board (GASB) Statement No. 45, "Accounting and Financial Reporting by Employers for Post-Employment Benefits Other Than Pensions." Founded in 1916 to advise clients in establishing and funding some of the nation’s first public and private retirement programs, Buck is an innovator in the areas of retirement benefits, health and welfare programs, human capital management, compensation, and employee communication The County will conduct a new RFP in the Fall of 2012. A contract extension is required to give the County adequate time to complete the new RFP process. CONSEQUENCE OF NEGATIVE ACTION: The County would be without actuarial services while the RFP process was being conducted. CHILDREN'S IMPACT STATEMENT: None.
