ADOPT Position Adjustment Resolution Number 21062 to add one (1) permanent full-time Staff Development
Supervisor (XADE) position (represented) at a salary level of ($5802 - $7052) in the Employment and Human
Services Department.
FISCAL IMPACT:
This non-driver position is not in the current year's budget. Funding for this position will come from salary savings
resulting from the department's relatively high vacancy rate. The funding will be approximately 90% Federal/State
and 10% County.
BACKGROUND:
During the December 2008 layoff, the Staff Development Supervisor position was frozen. For a 9-month period the
department has had a temporary upgrade performing the function of Staff Development Supervisor. Due to the
ongoing staff development needs of the department, it is necessary to add a permanent full-time position. EHSD will
fill the position permanently from the layoff list for Staff Development Supervisor.

CONSEQUENCE OF NEGATIVE ACTION:
If this position is not added and filled permanently it will result in a severe hardship on the already fragile training
unit. Training unit provides ongoing training on the mandatory federal, state and local regulations. Without proper
staffing trainings will not be coordinated and delivered timely, employee training needs will not be met resulting
in a lack of performance which will impact service delivery. Poor service delivery will negatively impact
children, families and the communities we serve which ultimately may result in the department losing critical
federal and state dollars.
CHILDREN'S IMPACT STATEMENT:
Without proper staffing trainings will not be coordinated and delivered timely, employee training needs will not
be met resulting in a lack of performance which will impact service delivery. Poor service delivery will
negatively impact children, families and the communities we serve which ultimately may result in the department
losing critical federal and state dollars.
