ACCEPT an oral report regarding the status of a response submitted by the District to a
Request for Proposals issued by the City of Pinole for the provision of fire protection and
emergency medical services on a contractual basis.
FISCAL IMPACT:
None. This report is for informational purposes only.
BACKGROUND:
On September 15, 2011, the District received a request for proposal (RFP) to provide fire
and EMS services to the City of Pinole. The RFP outlined the scope of work and service
levels to be provided. On October 12, 2011, the District submitted a proposal based on a
contract for services as opposed to a merger or Joint Powers Authority.
On January 31, 2012, the City of Pinole held a workshop to discuss delivery of fire,
emergency medical service, and fire prevention services for the City. The District, as well
as the Rodeo-Hercules Fire Protection District, presented proposals to provide service

to Pinole on a contractual basis. The City Council plans to hold additional workshops and
explore the options available to them.
At the Fire Board of Directors' meeting on March 13, 2012, Director Gioia requested that
the proposal be modified to include cost components for retiree health. Subsequently, a
revised service quote was submitted on March 27, 2012.
On March 27, 2012, the City of Pinole held another fire services workshop. At the
conclusion of that meeting, the Pinole City Council made a decision to eliminate Contra
Costa County Fire Protection District as a potential contractor and further explore the
options of 1) continuing to operate their own fire department, or 2) contracting for fire
services with the Rodeo-Hercules Fire Protection District.
