ADOPT Resolution No. 2012/1 adopting a "Support" position for a parcel tax measure
listed on the June 5, 2012 Presidential Primary Ballot by the East Contra Costa Fire
Protection District to generate increased operating revenue for fire protection services.

FISCAL IMPACT:
This resolution has no direct fiscal impact on the Contra Costa County Fire Protection
District (District); however, if the special tax is unsuccessful, there could be a fiscal impact
to the District that is currently unknown.
BACKGROUND:
The Board of Directors of the East Contra Costa Fire Protection District has called for a
special election to be held on June 5, 2012, for the purpose of submitting to the voters
consideration of the levy of a special tax to finance fire protection and emergency services.

BACKGROUND: (CONT'D)
of Directors, levies a proposed tax of $197 per parcel per year that commences with fiscal
year 2012-13 and sunsets on June 30, 2023.
Since its creation, ECCFPD has been underfunded and understaffed and the recent
dramatic reduction in property values has deepened the shortfall. ECCFPD has had to
close two stations, make other significant staff reductions, and is currently using fund
balance reserves to maintain this reduced level of service. Additional revenues are needed
or even more serious and dangerous cuts will be made.
CONSEQUENCE OF NEGATIVE ACTION:
The District will not be on record as taking a position on the proposed parcel tax for the
East Contra Costa Fire Protection District.
CHILDREN'S IMPACT STATEMENT:
No impact.
